I was playing as Japan, and when I finally defeated China in 1946 I puppeted it, because the wiki said that if I annexed it there will be a huge manpower penalty. So I took a few states with the most factories and turned the rest to a puppet. However, my manpower actually went down! I suppose that I have to request forces from china to take advantage of their manpower, but is there a more direct method of recruiting directly from puppet states?I need the extra soldiers because I accidentally set my naval doomstack's repair priority to 'never' and now US could naval invade me at any time.
